I am directed by Viscount Halifax to transmit to you herewith a copy of a telegram from the Governor of Hong Kong No.2 of 16th January.

2. In order to meet Mr.Rogers' wishes, Lord Halifax proposes to instruct His Majesty's Embassies at Shanghai and Tokyo to repeat certain telegrams relating to the Tientsin currency and silver questions to the Governor
